SB1001 addresses unlicensed operators (i.e. youth operators) of ATVs and motorcycles.

It clarifies that any unlicensed operator must be supervised by an adult licensed operator, who must provide close supervision and be in a position close enough to provide support (meaning within 300 feet).  Also, if an unlicensed operator will travel on roads in forest service lands, the unlicensed operator must complete and have proof of completion of an ATV safety training class approved by IDPR.

We picked up about 40 votes—you need 36. The opposition primarily came from those who don’t trust the Forest Service. To all of you who contacted legislators, thank you! We are so blessed to be in Idaho because in this state, citizens can still have an impact on legislation. We will forever be in the debt of Senator John McGee, Representative Ken Roberts, Governor Otter and Representative Hagedorn who debunked the RS 2477 argument. If it weren’t for these fine people, the legislation wouldn’t have had a chance.

Again, thank you and please know that what you did made a difference!
